Liepaja Overview

Liepāja is a port city on Latvia’s west coast. It’s famous for its long Liepāja Beach on the Baltic Sea, which people come to enjoy during the summer season. The beach is backed by Seaside Park with a concert stage, bathhouse, and the Ghost Tree monument. The Latvian Musicians’ Alley of Fame also honors famous Latvian bands. The Holy Trinity Cathedral possesses an amazing mechanical organ.

Names and toponymy

The name of the village is derived from the Livonian word Liiv, meaning “sand”. The oldest written mention of Līva village (Villa Liva) is the treaty of the bishop of Courland and the Master of the Livonian Order dated 4 April 1253. Libau first appeared in 1263, when the Teutonic Order founded a town by that name in German. Libau is also known as Liepāja, a Lettish word that was first used by Paul Einhorn in 1649. Russian names from the times of the Russian Empire were Либава (Libava) and Либау (Libau). The latter variant is nowadays more common and is used throughout.

Early history

Some say that the original settlement at the site of modern-day Liepāja may have been established by Curonian fishermen from Piemare and expanded as Līva, but this is not mentioned by Henry (Henricus Lettus) of Livonia in his famous Chronicle. The Teutonic Order established a settlement that they called Libau here in 1263, followed by Mitau two years later. In 1418 the village was sacked and burned by Lithuanian forces.

1990–present

After Latvia’s independence, Liepāja worked hard to change from an important naval base during the Soviet times into a modern port city (once again appearing on European maps after the secrecy of the Soviet period). The Liepaja port was re-opened in 1991, and in 1994 the last Russian troops left the city. Since then, Liepaja has engaged in international cooperation and is an active partner for example in co-operations with 12 twin and partner cities. Facilities are being improved. The city is the location of Latvia’s largest naval flotilla, the largest warehouses of ammunition and weapons in the Baltic States, and the main supply center of the Latvian Army.

The former military town has been turned into the Karosta neighborhood, taking up a third of Liepāja’s land and attracting tourists to its historic buildings from military times.

The beginning of the 21st century saw a lot of ambitious construction projects happening in Riga. These included a NATO military base, as well as Baltic Sea Park which was planned to be the biggest amusement park in the Baltic states.” Most of the projects have not yet been realized due to economic and political factors. French company Dalkia and Russian company Gazprom have both played a part in renovating Liepaja’s heating network. The Dutch Queen, a descendant of Jacob Kettler, visited Liepāja in 2006. The Liepaja coal-fired generating station has been operational since 2010.

Climate

Liepāja benefits from a sub-continental climate noted as “Dfb” in the Köppen classification. The major factor influencing the weather in this region is the Baltic Sea, which provides relatively mild winters and cool summers for its high latitude. Winter means that the sea around Liepāja is open all year round. Occasionally, some ice may start to form which quickly thaws away. The best time to swim in Liepāja is from August to September, as the sea does not fully warm until the beginning of August. Summers in Stockholm experiences a maritime climate, unlike inland areas to the east. But winters are milder than those of places at a similar latitude on the opposite Swedish coast. The city’s meteorological observations began in 1857.

Geography

Liepāja is situated on the coast of the Baltic Sea in the southwestern part of Latvia. The westernmost geographical point of Latvia is located approximately 15 km (9 mi) to the south, making Liepāja Latvia’s furthest west city. Liepāja is located on the north coast of Latvia and is divided into two districts. Residential areas are present to the south while industrial zones are situated to the north. The Trade Channel connects the lake to the sea and separates these halves of the city. They are often called Old Town and New Town respectively. Within the city center, there’s a relatively more popular part called the old town. It’s where you’ll find many administrative and cultural buildings, as well as various leisure areas. The city extends along the coast northwards until it reaches the Karosta Channel. North of this channel is an area called Karosta that is now fully integrated into Liepāja and is the northernmost district of the city. The beach of Liepāja is less exploited than places like the Gulf of Riga, Jūrmala, and Pärnu in Estonia, but it’s still a nice place to visit.

Transport

The Liepāja transport network relies a lot on buses and mini-coaches. There are currently 12 bus routes and 5 minibus routes. The Port of Liepāja stretches over a wide water area with three main parts, among them the ferry terminal and operations center. It also has a railway connection to Jelgava, Riga, and all of Latvia’s railways.

Liepaja is a connected place – there are three optical lines, two carrier lines, and one radio relay line that provide it with Internet access.

Economy

In Latvia, Liepāja is mostly known by the coffee brand Liepājas Kafija, beer Līvu Alus, and sugar Liepājas Cukurs. The Liepaja Special Economic Zone was founded in 1997, allowing a low tax regime to attract investors and facilitate the development of the Liepaja economy. The number of investments has been slow due to a lack of adequate incentive schemes for foreign investors. Factories such as Liepājas Metalurgs, UPB, and Lauma are responsible for the majority of Liepāja’s economic activity. This pastime relies largely on the port, which accepts a wide range of cargo.

In 1998, a new ice hall was built and is the venue for regular ice hockey games. In 2008, Liepāja Olympic Centre was opened which hosted youth World championship games in two categories: basketball and volleyball. It has been established as one of Latvia’s most modern multipurpose sports and cultural complexes. The Liepāja Olympic Center is 18,000 m2 and has five floors. It is located in a wide range of functions: gyms for basketball, volleyball, floorball, table tennis, boxing, judo, Greco-Roman wrestling, and free-fighting. It can also provide space for conferences, seminars, performances, banquets, contests, and other celebrations. Liepaja Olympic Center is the largest and most modern swimming pool and SPA center in the Kurzeme district. The relaxation zone, water massage, bubble baths, and three types of saunas along with the Kauguri SPA zone are just some of its many features. One that’s sure to be a hit with kids is the water attraction zone.

Demographics

With 68,945 inhabitants in 2019, Liepāja is the third-largest city in Latvia. Its population has declined since the withdrawal of Soviet military forces; the last of which left in 1994. The withdrawal also meant many Russians emigrated to Russia. Recent causes are economic migration to western European countries following Latvia’s accession in 2004 and lower birth rates.

Religion

Liepāja has a lot of churches. As in the rest of central and western Latvia, mainly Protestant churches, largely Lutheran, dominate. One of the major attractions is Holy Trinity Cathedral which hosts the seat and residence of the Lutheran Bishop of Liepāja. The other Lutheran congregations in the city are St. Anne, the Church of Cross, and the Church of Luther. There are four Baptist congregations in the city, among them are St. Paul church and Church of Zion.

Government

The Liepāja City Council has 14 members, with elections every 4 years. They appoint their chairperson who is alternately called Liepāja’s mayor. There are also 2 deputy chairpeople, meaning the city council has to make important decisions unanimously. City Council also appoints the members of four standing committees, who prepare topics for discussion at meetings. The Finance Committee looks after city finances, the City Economy and Development Committee examines development and support policies, Social Affairs, Health Care, Education, and Public Order Committee deals with social issues like education or public order.

Education and science

Liepaja has a lot of educational resources, but the lack of high-technology companies and wages results in many students leaving the city. There are a total of 21 kindergartens, 8 Latvian language schools, 5 Russian language schools, and 1 mixed language school in the city. There are 2 music schools and 2 boarding schools as well.
