A market town and an arms manufacturing center, Saint-Étienne developed a manufacturing industry from the 16th to the 19th centuries. Beginning in the 17th century, the city became a center for manufacturing ribbons and passementerie, which explains its importance.

The commune of Valbenoîte and several other neighboring localities were absorbed by Saint-Étienne on 31 March 1855.
Beaubrun, Montaud, Outre-Furent, and Valbenoîte were absorbed into Saint-Étienne in 1855, Planfoy was ceded in 1863, Terrenoire was merged in 1969, and Rochetaillée was united in 1973.
